M.A.H.Y. Khoory Group has announced plans to invest more than AED 1 billion in its upcoming PM4 paper manufacturing project at Union Paper Mills’ Al Dhafra facility in Abu Dhabi, marking a significant expansion of its paper production capabilities.
The project will introduce advanced manufacturing technologies and strengthen the group’s presence in higher-value paper grades. The proposed product portfolio will include premium containerboard and specialised papers designed for applications such as gypsum plasterboard manufacturing. This expansion is expected to diversify the company’s offerings and strengthen its position in regional and international markets.
A key focus of the PM4 development will be improving resource efficiency and promoting circular manufacturing practices. The investment also supports the UAE’s broader industrial ambitions under the Operation 300bn strategy and the Make it in the Emirates initiative, which aim to strengthen domestic manufacturing and industrial competitiveness.
Commenting on the investment, Board Chairman Salahaldin Sharafi described PM4 as a long-term commitment to strengthening the group’s industrial capabilities. Group CEO AbdelRhman Obaid highlighted that the project would establish a more diversified manufacturing platform while creating new opportunities for growth across regional and global markets.
