India’s Paper Industry Market Size & Growth Outlook for 2024-25: IPMA Report

The Indian Paper Manufacturers Association (IPMA) has released fresh estimates on the domestic market size and growth trends of the Indian paper industry for 2024-25.

Based on a survey of marketing heads from member mills, conducted in July–August 2025, the industry shows a domestic market size of 238.38 lakh metric tonnes, with an expected annual growth rate of 5.97%.

  • Market Size: 11.33 lakh MT
  • Growth Rate: -2.33% (declining trend due to digital media penetration)
  1. Writing & Printing Paper (54.68 lakh MT, +3.05%)
  • Uncoated Paper: 46.32 lakh MT (+2.98%)
  1. Creamwove / Low Bright Maplitho: 19.99 lakh MT (+1.83%)
  2. Maplitho – High Bright (88+ Brightness): 16.97 lakh MT (+3.59%)
  3. Copier Paper: 9.36 lakh MT (+4.24%)
  • Coated Paper: 8.36 lakh MT (+3.44%)
  1. Packaging Paper & Paperboard (155.39 lakh MT, +7.68%)
  • Kraft Paper/Board: 92.17 lakh MT (+8.27%)
  1. Kraft (Low BF <35 BF): 72.28 lakh MT (+7.88%)
  2. Kraft (High BF ≥35 BF): 19.89 lakh MT (+9.63%)
